The Catawba County Board of Education held a Public Hearing on the 2006-2007 Proposed Budget on February 13, 2006 at 5:30 p.m. at the County Schools’ Administrative Annex Building with Chairman Charlie Wyant presiding.  The following members were present:  Mrs. Blackburn, Mr. Scott, Mrs. Butler and Mr. Sigmon.  Also in attendance were Superintendent Dr. Timothy Markley, Assistant Superintendents Dr. Doyle Brinson and Pat Hensley, Attorney Crystal Davis, Finance Officer Sondra Wolfe, Chief Technology Officer Judith Ray, Construction Coordinator Ernest Williams and Assistant Construction Coordinator Rick Sain.   Mr. Hilton and Mrs. Spencer were absent from the meeting.

Lauren Miller represented the Observer News Enterprise and Laura Williamson represented the Hickory Daily Record.  Also in attendance representing the Charlotte Observer was Jan Aronoff.

The meeting was opened with a Moment of Silence followed by the Pledge of Allegiance led by Mrs. Blackburn.

Public Hearing:

Attorney Crystal Davis conducted the Public Hearing phase of the meeting.  She opened the Public Hearing at 5:30 p.m. for any persons present who wished to address the Board concerning the proposed budget.    Since there were no persons present to address the Board, Attorney Davis declared the Public Hearing closed. 

The following items of New Business were transacted:

            NB#1: Members were mailed bidding information for Preferred Brand Product Alternates for the new Catawba Elementary School.  The information presented, the same information previously approved for Tuttle Elementary School and Maiden High School, was the preferred brand product alternates for Trane Equipment and C&A Carpet.  Construction Coordinator Williams opened the floor for any questions or discussion from members.  There being no questions or discussion, Mr. Scott made the motion to accept the presented bids for Preferred Brand Product Alternates.  Mrs. Butler seconded the motion.  All members present were in favor of the motion.

             NB#2:  Construction Coordinator Williams also presented to members a recommendation to purchase .468 acres of land needed for the bus entrance location (driveway) for the new Catawba Elementary School. After conversation with the Department of Transportation (DOT), Construction Coordinator Williams informed members that currently there was only 350’ of sight distance east of driveway and the requirement is 450’.  If members approve the recommendation of the land purchase, the DOT requirement would be met enabling the driveway to be moved 100’ west on Hudson Chapel Road.  There was some discussion regarding possible conversation with DOT to lesson the speed limit in the school zone.  Construction Coordinator Williams recommended to members that the purchase of land would be the option to consider.   Mrs. Butler then made the motion to purchase the .468 acres of land, which would meet the requirements of the DOT for the bus entrance location, at the cost of $6,500.  Mrs. Blackburn seconded the motion with no opposition from the members present.

Public Comments:

Attorney Davis conducted the Public Comments section of the agenda at which time no person present desired to address the Board.

Upon a motion by Mrs. Blackburn and seconded by Mr. Sigmon, the meeting was adjourned at 5:50 p.m.
