The Catawba County Board of Education met in regular session on August
11, 2003, at noon at Mt. View Elementary School with Chairman Charlie
Wyant presiding. The following members were present: Mr. Biggerstaff,
Mrs. Blackburn, Mrs. Sherrill, Mr. Scott, Mrs. Butler and Mr. Sigmon.
Also in attendance were Superintendent Ann Hart, Assistant
Superintendents Rick Sherrill, Pat Hensley and Nancy Yount, Attorney
Crystal Davis, Finance Director Sondra Wolfe, Technology Director Terry
Bledsoe, Public Information Officer/Grant Writer Sonya Gordon and
Principal Kim Penley.
The meeting opened with a Moment of Silence followed by the Pledge of
Allegiance led by Mr. Sigmon. Upon a recommendation from Chairman Wyant
to amend the agenda to conduct the Public Comments at the beginning of
the meeting, the motion was then made by Mrs. Blackburn to approve the
amendment. Mr. Sigmon seconded the motion with no opposition.
Public Comments:
Attorney Davis conducted the Public Comments section of the agenda. Ms.
Heather Dillard desired to address the Board. On behalf of Miss
Millie’s Childcare, Ms. Dillard stated her reason which was to request a
school bus pick up children at the daycare and transport the children to
Balls Creek Elementary School. She distributed a timeline of public
school bus transportation provided to the daycare and gave some brief
background information. After her presentation, Chairman Wyant thanked
Ms. Dillard for addressing the Board.
Principal Penley welcomed everyone in attendance and led the group on a
tour of the school. She then accompanied the group to the cafeteria
where lunch was provided. Upon completion of the tour, Chairman Wyant
reconvened the meeting at 1:15 p.m. in the school’s media center.
Public Hearing:
Attorney Davis conducted the public hearing phase of the meeting for
comments concerning any agenda items. No person present wished to
address the Board on any agenda item.
Superintendent’s Report:
Superintendent Hart began her report with opening of school
information. She commended staff for a great opening with student
enrollment on day five being 16,548. The 2003-2004 projected enrollment
is 16,739.
The draft agenda of the upcoming Board Retreat on August 25 and 26 was
mailed to members for review and input. Superintendent Hart recommended
the change removing the Fair Labor Standards Act presentation to a later
date and adding a more in-depth curriculum update including discussion
of NSSE and Safe School Surveys, MagnIT Program and Social Studies
Curriculum. Ms. Butler asked about the possibility of discussing
committees of the Board at an upcoming meeting.
Members were given a copy of a letter on behalf of the Board
responding to
recent correspondence received from David McCrary of High Hope of
Hickory, Inc. which was included in the board packet mailings. Chairman
Wyant informed members of contact he had with Mr. McCrary and the
concerns that were expressed. Members agreed upon draft response letter
to Mr. McCrary which will be sent to him on behalf of the Catawba County
Board of Education.
Superintendent Hart then asked the Board to select the date
and location which best meets their schedules for the NCSBA District
meeting. The Board selected September 24th at Northview
Middle School in Hickory.

A motion was made by Mrs. Butler and seconded by Mrs.
Blackburn to approve the Consent Items excluding the certified position
of Heather Scott on the Personnel Requests. The motion carried. Mrs.
Blackburn then made a motion to approve the certified position of
Heather Scott with Mrs. Butler seconding the motion. All members were
in favor of the motion with Mr. Scott abstaining from the vote.
Superintendent Hart asked for direction from the Board
regarding the transportation issue with Miss Millie’s Daycare. There
was discussion among members with Superintendent Hart and Assistant
Superintendent Sherrill addressing any questions. A motion was made by
Mr. Scott to address the transportation needs at Miss Millie’s Daycare
with Mr. Sigmon seconding the motion. After some additional discussion,
Mr. Scott withdrew his motion. Assistant Superintendent Sherrill and
staff will gather additional information regarding this issue and
present to members at the next Board of Education meeting.
There being no further business to come before the Board, Mr.
Biggerstaff made the motion to adjourn. Mr. Scott seconded the motion
with no opposition. The meeting adjourned at 1:53 p.m.
